The Berlin Mandate COP 1
the first UNFCCC Conference was held in berlin from March 28,1995 to April 7,1995. The purpose of this meeting was to control green house emissions to a sustainable level for the population. It identifies the specific protocols that could be negotiated between countries.
Geneva Switzerland COP2
Took place in Geneva on July 1996. A deceleration was noted but not put into action. It reflected a U.S position statement at meeting. Including, the acceptance of scientific findings on climate change, the rejection of harmonized policies and called fit binding mid-term targets.
